Protect Andover’s Future
Andover Township passed zoning amendments to allow for high performance computing data centers. The changes permit taller buildings and larger structures on rural land, opening the door for industrial development that does not belong in our community.
Why this matters
High performance computing data centers are not like other facilities. They bring serious and lasting problems to rural towns, especially those in PILOT programs:
- They consume enormous amounts of electricity
- They require millions of gallons of water daily for cooling
- They run loud backup generators and cooling systems that never stop
- They increase heavy diesel truck traffic at all hours
- They lower surrounding property values
- They strain local roads and emergency services
- Developers pay a negotiated fee instead of full property taxes, with zero percent going to local schools

Our Legal Fight
ARD has hired legal counsel to challenge the zoning amendments in court. We argue that these changes were approved improperly and violate the public interest. Success in this lawsuit would stop the current data center proposal and prevent similar developments from being approved under the same flawed zoning rules.
Why your donation matters
Legal action requires resources. Attorney fees, court costs, and expert testimony add up quickly. But the cost of doing nothing is far higher. Without this lawsuit, Andover Township could lose its rural character to industrial development with few protections in place.
How to donate
As a fiscally sponsored member organization of the NJ Highlands Coalition, donations to ARD are tax exempt. When you contribute, your donation goes directly to the legal battle.
Your Donation Will:
- Fund our legal team to argue the case
- Challenge the zoning amendments in court
- Help change the zoning laws to prevent this from happening again
