Andover Responsible Development (ARD) is a grassroots, nonpartisan group of residents who care deeply about the future of Andover Township and Sussex County. We are fiscally sponsored member organization of the NJ Highlands Coalition, a 501c3 organization dedicated to protecting the clean drinking water and other natural and cultural resources of the New Jersey Highlands region.
Our members are neighbors, not politicians. We come from different backgrounds, but we share one belief: growth should serve the community, not harm it.
What responsible development means to us
Responsible development is growth that fits the character of a place. In a rural town like Andover, that means:
- Homes and businesses that respect open space and farmland
- Projects that undergo full environmental review before approval
- Zoning that protects natural resources like water and forests
- Full transparency and public input before any major decision
Responsible development is not anti growth. It is smart growth. It asks: does this project belong here? What will it cost the community in the long run? Who benefits?
Why it matters
Without a clear standard for responsible development, any project can be approved. Quiet zoning changes. Rushed votes. Minimal public notice. That is how industrial facilities end up in rural neighborhoods.
When development is not responsible, the consequences last for decades:
Strained water supplies
Heavy truck traffic
Noise and light pollution 24/7
Loss of property values
Erosion of rural character
ARD believes that residents deserve a voice in what gets built next to their homes, their schools, and their protected lands.
What We Do
We monitor township zoning and planning decisions. We educate residents about proposed projects. We support legal action when necessary to challenge flawed approvals. And we advocate for zoning laws that prioritize the long term health of our community over short term developer profits.

ARD is not against data centers or any single type of development. We are against the process that allows harmful projects to be approved without honest public debate or environmental safeguards.
